David Dwelle
Partner

From an early age, David W. Dwelle has taken an interest in many different areas of the business world. After attending California State Polytechnic University in the late '60s, David began his first business manufacturing and selling quality speaker components. Before long, Sun Stereo Company had grown to 13 retail locations throughout the Valley, and his own "DWD" speakers were a popular choice among fellow college students and adults alike.

Inspired by his achievement, David then partnered with his three brothers to follow in the footsteps of their grandfather, Walter Allen, founder of the original Beacon Oil Company. With their combined knowledge and expertise, the brothers worked together to create what would later become known as Northern California's premier petroleum marketer. Today, NELLA Oil Company operates a chain of convenience fueling stations, an extensive fleet of tanker trucks, and one of the largest commercial fueling networks in the country.

After finishing his term as General Manager of NELLA, David decided to take some time off to focus on raising his three children: Mandy, Ruth, and David Michael. Meanwhile, he spent most of his spare time working on various land development and real estate investments, including his "Canyon Creek Village" in Colfax.

In 2001 David discovered his true passion for clean, renewable energy sources, which prompted him to collaborate with Mark Frederick to form Pacific Power Management. PPM has since become a respected organization in the solar industry because of its '”full-service” solar integration, as well as its proprietary panel tracking framework, designed under David's direction. It is David's hope that the utilization of alternative energy sources will lessen and eventually end our dependence on energy sources that contribute to the pollution of the environment. It is this mode of thinking that has won David many awards in environmental stewardship.

Mark Frederick
Managing Partner

Mark earned a B.S. in physics from UC Santa Barbara in 1972, and has been in business for himself almost ever since. In 1972 Mark formed a startup company called Quanta-Tron, Inc. to build GPS navigation equipment for light aircraft. He moved to Auburn in 1975, and began work as a surveyor’s helper, leading to grade-setter and heavy equipment operator. After receiving his B-1 building contractor's license in 1978, Mark began designing and constructing homes in Northern California. At that time, he researched passive solar energy design and proceeded to incorporate those principles into the houses he created. In the town of Meadow Vista, Mark developed a major subdivision in which he also built and sold 24 homes, including one in which he still lives with his wife and three children. This home has a 10kW solar system that covers the entire bill.

He later bought acreage in Auburn and developed a subdivision of 57 homes called Westwood Hills. At Pacific Power Management, Mark saw the opportunity to bring solar power to commercial customers on a large scale. He has worked with others to bring Pacific Power Management into the forefront of renewable energy companies. Most recently, they formed a partnership with a New York investment firm, allowing Pacific Power to become a retail power company selling renewable energy. PPM is currently developing projects in all parts of California and Hawaii.
